Corruption Allegations Deepen in Koldo Case as Supreme Court Testimonies Unfold

New testimonies highlight potentially extensive corruption involving former Minister José Luis Ábalos and link to public works contracts.
In the ongoing proceedings of the 'Koldo Case' at the Supreme Court, a series of testimonies presented in the past two weeks have reinforced existing criminal allegations against José Luis Ábalos, the former Minister and Secretary of Organization for the Socialist Workers' Party (PSOE).

The case has expanded beyond initial concerns regarding mask purchases made during the pandemic to examine broader issues of potential public works rigging, influence peddling, and bribery within the government.

The testimonies collected have undermined the defense strategies of Ábalos and his former advisor Koldo García and have corroborated the confessions and evidence provided by businessman Víctor de Aldama, who has recently begun cooperating with authorities.

Prosecutorial sources indicate that statements gathered by the Supreme Court strengthen the incriminating evidence against Ábalos revealed by Aldama, with Judge Leopoldo Puente noting the particularly significant nature of the allegations against the former PSOE official.

Among the pivotal testimonies was that of a witness referred to as Jssica R., who detailed a personal relationship with Ábalos and recounted being instructed by him to relocate to a luxury apartment in central Madrid.

Jssica indicated her belief that Ábalos covered her rent, asserting that even gifts she received, supposedly from Koldo, were indeed from Ábalos.

Contrarily, it has been revealed that the apartment was funded by a businessman under investigation at the behest of Aldama.

In addition, Jssica outlined how she was hired at two public companies, claiming that Ábalos initiated her employment at the transport ministry's subsidiary Ineco, despite her admitting to not having performed any job-related duties during her tenure there.

Isabel Pardo de Vera, a former president of Adif, confirmed in her testimony that Ábalos and García approached her regarding the hiring process for positions in Ineco, suggesting attempts to influence appointments.

A separate area of concern includes public contract award processes, highlighted by the ex-director general of Roads, Javier Herrero.

He testified that many of the contracts tied to allegations of corruption were initiated during the PSOE government, specifically in 2021. Herrero confirmed the existence of invoices and documents indicating irregularities in how contracts were awarded under Ábalos's tenure.

In further testimony, Aldama accused Carlos Moreno, head of Cabinet for the Minister of Finance María Jesús Montero, of being involved in a scheme to delay tax payments, asserting that Moreno had received funds for this matter.

Moreno denied ever receiving money but acknowledged that he had facilitated the communication related to the tax issue without fully knowing the outcome.

Carmen Pano, another witness involved in a separate corruption case, testified to delivering €90,000 in cash to the PSOE’s national headquarters.

She stated the money was intended for Aldama and was taken in two separate trips in late 2020. Pano's account also linked back to Ábalos through claims concerning the procurement of a property intended for rental purposes, in return for a commission related to licensing for hydrocarbons.

As the testimonies unfold, the connections to public works contracts and the alleged misconduct have drawn significant attention, especially given their implications for the current government led by Prime Minister Pedro Sánchez.

The investigations remain active, with various channels of inquiry suggesting that instances of corruption may extend far beyond the initial scope of the case.
