Increased Personnel Announced for Railway Inspection and Passenger Support After Catalonia's Service Chaos

Renfe, Adif, and the Catalan Government outline measures following a week of disruptions affecting the Rodalies service.
Significant railway disruptions have plagued Catalonia over the past week, prompting a coordination meeting on Sunday between Renfe, Adif, and the Catalan Government.

Following extensive operational failures, the parties agreed on a ten-point action plan intended to improve service reliability and passenger communication.

The plan includes the deployment of additional Adif personnel to inspect facilities and tracks at night, an increase in Renfe staff to respond to contingencies and assist passengers, and the establishment of a technical coordination office.

Catalan Transport Minister Sílvia Paneque, speaking at the Sants station in Barcelona, acknowledged the chronic deficiencies in the Rodalies service, stating, "The images of overcrowded trains that are halted are unacceptable." Paneque convened the urgent meeting after experiencing a week marked by notable service interruptions, including failures in high-speed rail connections and an incident involving a section of the roof collapsing at the El Prat airport passageway.

Key figures from both the Generalitat and transport agencies participated in the Sunday meeting.

Alongside Minister Paneque were Manel Nadal, the Secretary of Mobility, Jordi Terradas, and Pere Macias, the commissioner for the Rodalies transfer.

Luis Pedro Marco de la Peña, President of Adif, also attended in person, while José Antonio Santano, Secretary of State for Transport, and Álvaro Fernández, President of Renfe, contributed via teleconference.

To improve the management of ongoing railway works, which have contributed to the disruptions, Paneque mentioned that "white marches"—trains operating without passengers—might be extended.

This practice aims to identify issues before actual passenger services are affected.

The newly proposed technical office seeks to enhance coordination among all stakeholders during the planning, execution, and implementation stages of railway improvements, with a location in Barcelona to facilitate communication.

Political fallout from the recent incidents has been considerable.

On the same day, Oriol Junqueras, President of ERC, called for the resignation of Renfe and Adif officials, asserting that they have failed in their duties.

Junqueras expressed frustration over what he described as a disastrous railway operation, pointing out that users deserve better treatment than what the central government offers through public enterprises.

He highlighted the performance of Catalonia's Ferrocarrils de la Generalitat (FGC) as a benchmark of what efficient service should look like.

Junqueras's criticism echoed similar calls for accountability within the Catalan Parliament from his party, as well as from other political groups like Comuns and Junts, which demanded explanations from the Ministry of Transport regarding the ongoing issues.
