In a recent address following discussions with parliamentary groups, Spanish Prime Minister Pedro Sánchez emphasized the necessity for increased defense and security investment amid a shifting geopolitical landscape marked by the diminishing protective role of the United States.

Sánchez articulated that Spain is prepared to meet the NATO guideline of allocating 2% of its GDP to defense, an increase that he believes is vital for European security.

Sánchez emphasized a progressive approach to this increased investment, firmly rejecting involvement in what he termed an arms race.

He stated, "I will not engage in a bellicose discourse," reinforcing his commitment to enhance security spending without compromising the welfare state.

"We will not cut a single euro in social policy," he asserted.

Since assuming office in 2018, first in coalition with Unidas Podemos and currently with Sumar, Sánchez has overseen a significant increase in defense spending, rising by over €10 billion.

Concurrently, he noted an increase of €120 billion in budgets for social services and an additional €20 billion for ecological transition.

He claimed that it is feasible to pursue all these policies simultaneously.

During his address, Sánchez distinguished between the concepts of defense and broader security, noting, "It is more about security challenges than purely defense issues." He underscored the expansive nature of security, which encompasses technological investments and industrial development to address threats such as cyberattacks, terrorism, and climate emergency responses.

The Prime Minister acknowledged the challenges in detailing timelines or specific investment levels, pending upcoming financial discussions at the European Council and the evaluation of 2024's expenditure against NATO metrics, which indicated Spain's defense spending was at 1.28% of GDP in 2023. He reiterated his commitment to achieving the 2% target ahead of the 2029 deadline.

Addressing opposition criticism, particularly from Alberto Núñez Feijóo of the Popular Party, who suggested that Sánchez's approach could lead to autocratic governance, the Prime Minister highlighted that prior Spanish governments had engaged in military actions without parliamentary consent.

He pointed out that reforms enacted under former Prime Minister José Luis Rodríguez Zapatero necessitated congressional approval for the deployment of troops abroad.

Sánchez conveyed optimism about passing new state budgets in the coming months, acknowledging the desire to achieve this in the first quarter of 2025 may be overly ambitious.

He indicated a preference for governance processes that allow for prompt action on defense measures.

"Everything that needs to go to Parliament will go, and what is within the executive's purview will be expedited without further debate," he stated.

While discussions at the Moncloa were characterized as constructive, reactions from opposition figures varied.

Feijóo described the meeting as dismissive, claiming it attempted to resolve serious issues with informal dialogue.

Conversely, other participants like Aitor Esteban from the PNV received positive recognition for their engagement, viewed as more reflective of current global realities.

Despite these discussions, concerns persist regarding military spending increases among left-leaning factions.

Demonstrating dissent, Podemos leader Ione Belarra attended the meeting wearing a shirt emblazoned with the message "No to War!"
