Political Controversy Over New Tax Agreement on Minimum Wage Earners in Spain

Political Controversy Over New Tax Agreement on Minimum Wage Earners in Spain

PP leader Alberto Núñez Feijóo critiques PSOE-Sumar deal regarding personal income tax exemptions for salary minimum recipients in 2025.
Alberto Núñez Feijóo, the president of the People's Party (PP), has voiced strong criticism of the recent agreement between the Spanish government’s vice presidents María Jesús Montero and Yolanda Díaz.

This agreement pertains to the taxation of recipients of the Salario Mínimo Interprofesional (SMI), or Minimum Wage, with a plan that exempts these individuals from paying personal income tax (IRPF) only for the year 2025. Feijóo characterized the deal as a 'chapuza,' a Spanish term denoting a botched job, noting concerns that it may ultimately result in tax liabilities for those affected.

The terms of the deal, which were finalized recently, involve introducing a deduction in the IRPF to ensure that SMI recipients are not financially burdened by taxes due in this reporting year.

In a statement posted on social media, Feijóo asserted that the PP's original proposal did not limit the exemption to a single year, thereby allowing anyone who earns only the SMI to be exempt from filing a tax return entirely.

He expressed concern that under the current framework, SMI earners could end up with a tax bill, contrary to the assurances provided by the government.

Cuca Gamarra, the PP's secretary general, echoed Feijóo’s sentiments, labeling the agreement as a 'deception.' During a party event in Sevilla, Gamarra described the situation as a 'sainete,' referring to a comedic play, suggesting that the government's handling of the matter has been theatrical and misleading.

She argued that the agreement fails to adequately shield SMI recipients from taxation and that any withholding taxes paid would not be refunded until at least June of the following year.

Gamarra warned that these recipients will still be responsible for filing an income tax declaration.

The PP highlighted additional concerns regarding the implications for 2026, noting that those earning the minimum wage would thereafter be taxed as standard employees.

Gamarra expressed apprehension that the measures in place may lead to vulnerable situations for minimum wage earners, labeling the intent of the agreement as prioritizing governmental stability over adequately supporting low-income workers.

The criticisms culminate in a stark exchange regarding the existing political dynamic, implicating a broader narrative around governance and fiscal policy in Spain, with implications for the coalition government's ability to navigate contentious social issues while maintaining its political standing.
