Spanish Ex-Minister Jos Luis Balos Under Investigation for Alleged Corruption

Jos Luis Balos, the former Minister of Transport in Spain, is currently under investigation by the Supreme Court following allegations of his involvement in the awarding of public works contracts in exchange for financial compensation.

These contracts reportedly involved the misallocation of tenders and were linked to certain recordings housed on the devices seized from Garca.

The documents also indicate that these actions could constitute crimes of bribery and criminal organization.

Notably, these claims corroborate statements previously made by businessman Vctor de Aldama, who alleged in court that he had knowledge of at least 128 public contracts amounting to 54 million euros awarded to construction companies associated with Garca from 2018 to 2021. De Aldama provided a list of pre-budgeted public works to be tendered in accordance with the 2021 General State Budgets, primarily managed by the Directorate of Roads.

He also presented a photograph that allegedly included information about these contracts and Garca’s involvement.

On June 10, 2025, members of the Guardia Civil executed a search of Balos's residence in Valencia, which lasted approximately eight hours.

The agents also conducted a search of a commercial property owned by Balos located directly beneath his home.

The searches concluded shortly before 5 PM.

The UCO was able to locate Balos through his ex-wife prior to the search.

Notably, Balos reached out to the authorities, as he did not have their direct contact information.

Following the initial contact, agents cloned electronic devices and seized various USB drives from both his residence and the commercial property.

In response to the ongoing investigation, Balos claimed in statements to the press that the evidence against him lacks substantiation and asserts that there are more suspicions than concrete indications of wrongdoing.

He characterized the environment around the investigation as rife with suspicion.
