Valencian Government Reaches Budget Agreement with Vox, Embracing Right-Wing Policies

Valencian Government Reaches Budget Agreement with Vox, Embracing Right-Wing Policies

The agreement addresses immigration, fiscal reforms, and environmental policies, diverging from previous administration strategies.
In a surprising institutional declaration at Les Corts, Carlos Mazón, President of the Generalitat Valenciana, announced a significant agreement to secure budget approval in collaboration with Vox, a party known for its right-wing stance.

Mazón noted that there are 'points of understanding' with Vox on several key issues, including European Green Deal policies and immigration.

While the full budget proposal is set to be presented on Thursday, details of the agreement revealed a clear commitment to opposing migrant redistribution, implementing fiscal cuts for the primary sector, and pursuing 'legal formulas' for the repatriation of unaccompanied minors to their families.

Vox has expressed satisfaction with Mazón's recognition of their position, asserting a strong stance against what they describe as the adverse effects of the Green Deal and illegal immigration.

Last year, Vox severed ties with the governing parties in five regions over disagreements related to the planned relocation of migrant minors.

The party emphasized the new agreement’s intention to “protect Valencians from the insecurity associated with irregular, massive, and disorderly immigration.”

Immigration policy forms a cornerstone of the negotiations, with Mazón stating that the Comunidad Valenciana has surpassed its capacity to accommodate migrants.

He announced a refusal to accept further distributions of unaccompanied minors.

The proposed budget will also include the elimination of subsidies to non-governmental organizations, such as UNRWA, and the establishment of a plan to facilitate the 'streamlined' return of migrants, allocating approximately 40% cuts in development cooperation expenditures to fund disaster recovery efforts and illegal migration containment initiatives.

Regarding the environment, Mazón outlined plans to reject the European Green Deal in future budgets, arguing it conflicts with local economic development and agricultural sectors.

Upcoming financial allocations include 30 million euros for the management of ravines, 25 million euros for the rehabilitation of the Buseo reservoir to supply irrigation, and investments totaling 43 million euros for water reuse projects, 18 million euros for irrigation modernization, and 35 million euros for plant health initiatives.

Additionally, he announced the dissolution of the Consell de l’Horta, tax reductions for agricultural property transactions, and the elimination of fishing licenses fees to relieve the burden on families and businesses affected by recent environmental disasters.

In light of the recent devastating DANA weather event, Vox indicated their intention to collaborate directly with the Generalitat in developing a resource distribution plan for reconstruction efforts, committing that savings from reduced administrative expenditures should benefit the recovery and reconstruction initiatives.

On linguistic policy, the negotiations will also encompass budget considerations for the Valencian language and the Acadèmia Valenciana de la Llengua, which Vox criticizes as misallocated funds.

Moreover, Vox proposed to eliminate all budget items directed toward historical memory policies, retaining only those necessary for the identification of remains under the new Law of Concord.

They estimate a minimum cutback of 40%.

Fiscal proposals presented by Vox include significant tax reductions for Valencian residents, such as a two-point decrease in the Tax on Property Transfers, phased from 2025 to 2026, with further reductions anticipated for agricultural land and inheritance tax adjustments for siblings and nephews.

The partnership between the Popular Party (PP) and Vox aims for comprehensive reforms of personal income tax (IRPF) slated for 2025. Further budgetary goals include significant cuts to funding for autonomous agencies and public entities, while promoting increased tax deductions for families with children and new family assistance measures.
