This shift in stance was confirmed on Monday, coinciding with the authorization by Judge Rosa García for the Junta to present itself as a victim in the investigation concerning the allocation of €235 million in contracts made during 2021 in the province of Cádiz.

The court had previously asked the Junta to clarify whether it sought to intervene as an accuser or as a party harmed in the case.

The Junta's application, which has now been accepted by the court, states: 'The Andalusian Health Service, as a possible victim of the damages arising from the actions being judged, expressly manifests its intention to claim the damages incurred.' This succinct one-page document reflects the Junta's intention to pursue restitution in light of potential losses to public finances, following the acceptance of its status as a harmed party as per a ruling issued a week prior.

The Third Instruction Court of Cádiz is examining whether officials from the Junta artificially fragmented health contracts awarded by the SAS procurement office.

This investigation is now connected to the Thirteenth Instruction Court of Seville, which is probing the concessions involving the SAS's director general, Valle García, along with her predecessors, Miguel Ángel Guzmán and Diego Vargas.

The political response has been marked by contrasts.

Podemos Andalucía, a party involved in the Cádiz investigation as an accuser, expressed approval of the Junta’s change in position.

Raquel Martínez, the party's general coordinator, commented on the irony of the regional government’s evolution from denying any wrongdoing to participating in a case that scrutinizes millions of euros in fragmented contracts.

She criticized the administration of President Juanma Moreno Bonilla for allegedly benefiting private companies at the expense of the Andalusian Health System.

Podemos has called for President Moreno to provide explanations regarding the issue, asserting that public awareness is growing that the People’s Party (PP) is facing similar scrutiny as regional administrations in Madrid and Valencia.

The Junta's previous strategy involved attributing the investigations to political motivations from the opposition, aimed at undermining the regional government.

In January, spokesperson Carolina España asserted that the case was 'deflating daily,' downplaying the allegations as merely political tactics by the Socialist Party to attract controversy.

Despite persistent claims of impropriety originating from opposition sources, the Junta has defended the conduct of its health administration during the pandemic when many of these contracts were finalized.

Last week, the Director General of Economic Management and Services at the SAS, José Antonio Miranda, who oversaw the now-disputed contracting system since 2019, was dismissed from his position.
