Andalusia's Young Rent Voucher Faces Criticism Over Inefficiency

Nearly a year after announcing an analysis of the Young Rent Voucher program in Andalusia, the Cámara de Cuentas has concluded that the management of this initiative has been "ineffective." As of March 31, 2024, out of the €68.4 million allocated for the 2022 Young Rent Voucher, only 53.1% (€36.31 million) had been committed, while 36.0% (€24.64 million) was recognized for disbursement.

Within this period, Sevilla was reported to have the lowest credit execution rate at 7.3%, followed by Málaga at 31.8% and Cádiz at 37.1%.

Conversely, Almería recorded the highest execution rate at 83.3%.

The report further indicates that only 51.3% of the 17,288 applications submitted for the Young Rent Voucher had been resolved.

By the same date, 23.2% of applications remained in processing, while 25.5% had yet to be initiated due to insufficient available credits.

Delays in resolution have been considerable, with the average processing time extending to 11.6 months, significantly exceeding the maximum six-month timeframe outlined in the program's regulations.

An additional estimated delay of 11 months is projected for outstanding applications.

Once approved, the average time for disbursement of payments is 1.7 months, resulting in initial payments occurring approximately 18 months after the commencement of the subsidized rental period.

The Cámara de Cuentas remarked that all payments have been processed only after tenants justified their rent payments, without utilizing the option for advance payments of up to four monthly installments.

In its assessment, the report attributes the limited agility and efficiency to "dysfunctions associated with the need for development and/or updates of the software applications, as well as the requirement for additional resources to address the insufficient human resources needed." It noted that the program's implementation had not been preceded by a capacity study of staff in the Territorial Delegations, leading to a reliance on contingency plans to address management needs.

Of 102 personnel assigned to processing the Young Rent Voucher applications, 80.4% were engaged part-time, 70.6% joined after the program's launch, and 75.5% lacked prior experience in rental assistance programs.

In response to the Cámara de Cuentas report, the Junta de Andalucía contended that the findings merely corroborate the challenges encountered with the Young Rent Voucher due to complex processing requirements imposed by the national government.

The Junta emphasized that their own requests for additional funding for personnel and a unified software platform for managing the program were not addressed by the central government.

Despite these impediments, the Junta claimed to have carried out a contingency plan and indicated that the first round of applications has been resolved, although reports reveal that payments from this phase are still pending.

The Junta asserted that efforts are yielding results in managing the second round of applications, even as issues from the initial implementation persist.
