Barcelona Mayor Implements Minor Cabinet Reshuffle Ahead of Mid-Term Review

Barcelona Mayor Implements Minor Cabinet Reshuffle Ahead of Mid-Term Review

Jaume Collboni reallocates two commissioners to ERC while reorganizing municipal responsibilities to enhance social policies.
In a strategic adjustment coinciding with the halfway point of his term, Barcelona Mayor Jaume Collboni has announced a modest reshuffle in the municipal government.

The announcement follows the confirmation that ERC (Esquerra Republicana de Catalunya) will remain outside the coalition.

Nonetheless, the Socialist party has designated ERC as a 'preferred partner,' resulting in the transfer of two key commissioners: one responsible for linguistic policy and another for rehabilitation.

These changes reflect ongoing political agreements and will involve follow-up structures with representatives from both parties.

As part of the cabinet reshuffle, Raquel Gil will be elevated to the position of deputy mayor, aligning her role with that of Laia Bonet, Maria Eugènia Gay, Albert Batlle, and Jordi Valls.

Gil's new portfolio will encompass social services, economic promotion, labor, feminist policies, and democratic memory.

The economic areas, previously supervised by Gil, will now incorporate social responsibilities that were managed by Gay, who has maintained a more subdued profile within the executive.

Municipal sources have indicated that the modification aims to inject new impetus into social policies.

With Gay's responsibilities recalibrated, her new role will focus on international relations, which were previously under Collboni’s direct oversight.

However, the commissioner for European affairs, Mar Jiménez, will continue to report directly to the mayor, particularly as the city aims to enhance its influence on the European stage.

Additionally, the plan concerning neighborhoods, which was also directly managed by Collboni, will now fall under a comprehensive range of issues handled by the first deputy mayor, Laia Bonet, who oversees urban planning, climate action, mobility, and urban services.

Meanwhile, the critical portfolio of housing has been reassigned from Bonet to the fourth deputy mayor, Jordi Valls, who retains his responsibilities in economy, finance, tourism, science, and knowledge.

The housing commissioner, Joan Ramon Riera, will now work under Valls, along with a new commissioner for economic promotion, commerce, and restoration, Nadia Quevedo.

Quevedo, who has a background in the private sector, previously served in the municipality as head of cabinet for the first deputy mayor from 2009 to 2011.

Through this structure of commissioners and the strategic reallocation of responsibilities, Collboni seeks to address the challenges posed by leading a government with only ten councilors and to prepare for the forthcoming second half of his mandate, leading up to the elections in 2027.
