EU Considers Establishing Agency to Combat Foreign Election Interference

The draft report specifies the envisioned agency should collaborate with the existing unit dedicated to foreign information manipulation within the European External Action Service (EEAS).

The proposed body would serve as an information hub, providing support to EU member states and institutions in their efforts to counteract disinformation efforts.

Tobé’s plan includes establishing the agency as a 'European centre for excellence' in tackling foreign interference, emphasizing the need for a rapid and decisive response to current threats.

The report suggests looking to established models such as France’s Vignium agency and Sweden’s Psychological Defence Agency as frameworks for this EU body.

However, the proposal currently lacks details regarding the agency's location or its funding sources.

Historically, the EU has faced significant cyber threats and disinformation campaigns, particularly in the lead-up to elections.

For instance, in 2024, the EU Council enacted sanctions targeting Kremlin-affiliated media outlets to curb these threats.

Preceding the European elections, authorities documented at least 42 instances of foreign information manipulation, with countries such as Romania and Poland responding actively to disinformation threats.

The special committee's document is anticipated to inform the European Commission's forthcoming plans for the European Democracy Shield, with a conclusive report expected in the upcoming year.
