Changes in Spain's 2025 Tax Declaration Policy: Card Payments to be Declared, Certain Individuals Exempt

Significant updates to the 2025 tax declaration requirements in Spain will impact millions, with new rules on card payments and exemptions for certain taxpayers.
In 2025, significant changes to Spain's tax declaration requirements will affect millions of taxpayers.

According to the official calendar from the Agencia Tributaria, the campaign will begin on April 2 and conclude on June 30. This year sees alterations not only in timelines but also in the requirements for tax submissions.

One of the key updates involves mandatory reporting of card payments.

Issuing entities will have to declare transactions exceeding 25,000 euros annually per card.

This measure aims to combat fraud and enhance transparency in an increasingly digital environment.

It will encompass not only physical purchases but also online transactions.

Another significant change is the increase in the income limit for those with multiple employers.

The total income threshold has been raised from 1,500 to 2,500 euros, allowing more individuals with incomes below 22,000 euros to be exempt from filing a declaration.

This adjustment benefits especially temporary workers or those with several employments over the past year.

Unemployed individuals will also face notable changes.

Starting in 2025, all recipients of unemployment benefits must file a tax return, regardless of their income.

This new rule, established in a royal decree in May 2024, serves as a documentation requirement to ensure proper reporting of public assistance.

Another key update involves a broader reduction in the tax base for employment income.

The threshold increases to 7,302 euros, enabling taxpayers to lessen their taxable income and consequently pay less in taxes.

Additionally, the modernization of payment methods is introduced.

Tax payments can now be made via Bizum, alongside traditional bank transfers and credit cards.

This adaptation aims to simplify the process and incorporate new technologies, enhancing accessibility for taxpayers.

These changes underscore the Agencia Tributaria's efforts to modernize and make the tax system more inclusive, implementing reforms that will affect both individual taxpayers and businesses.
