Dispute Over Territorial Allocation of Aid for Catalan Companies Amid Tariff War

Junts, a political party in Catalonia, announced on Tuesday that they have reached an agreement with the central government to ensure that Catalan companies receive 25% of the €14.1 billion the government is mobilizing to alleviate the impact of the ongoing tariff war initiated by the United States.

Josep Maria Cruset, the deputy spokesperson for Junts in the Congress, stated that the party and the Ministry of Economy agreed to 'territorialize' the aid and investments encompassed in the so-called Plan for Response and Commercial Relaunch proposed by the government.

Cruset explained that if Catalan companies account for approximately 24% or 25% of Spain's total exports to the United States, then it stands to reason that a similar percentage of the allocated funds should be directed towards them.

This would translate to approximately €3 billion to €4 billion in support for businesses in this autonomous community.

On the same day, the Council of Ministers approved a royal decree that contained the first wave of aid for the economic sectors adversely affected by the tariff disputes.

The initial financial package includes €5 billion in guarantees from the Official Credit Institute (ICO).

Initial drafts of the royal decree did not specify any measures for territorial allocation of the aid.

However, as per Junts’ statements, an additional provision was ultimately included, allowing autonomous communities with significant export volumes to access increased support.

Negotiations over this agreement took place over the preceding days and culminated in an early morning agreement on Tuesday, according to sources from Junts, which is led by Carles Puigdemont.

In contrast, government officials firmly denied any notion of territorial allocation.

Sources from the Ministry of Economy indicated that the guarantees are based on demand, suggesting that if 25% of the affected companies are located in Catalonia, then logically, 25% of the guarantees would be distributed there.

Junts representatives further disclosed that a continuous working group has been established between the Catalan government and the central government to oversee the distribution of these funds.

They also mentioned that Economy Minister Carlos Cuerpo will present updates on the progress every quarter.

Additionally, it has been agreed that the government will send quarterly reports to Congress detailing the allocation of resources.

These reports will include a list of all companies that have received aid to ensure that the funding is distributed fairly and transparently.
