Prior to the invasion, misinformation strategies were primarily propagated through Russian state agencies and media.

In light of the war, the Kremlin has redesigned its approach to effectively circumvent EU sanctions and enhance the reach of these campaigns.

The report concludes that the methods used by Russian disinformation agents have become more sophisticated, making it challenging to trace the origins of the misinformation.

These actors and organizations operate through multiple, often independently functioning infrastructures.
