Rejection of Spanish Omnibus Decree Leaves Pension Increase in Limbo

Rejection of Spanish Omnibus Decree Leaves Pension Increase in Limbo

The Spanish government's proposed omnibus decree, which included a notable increase in pension rates, failed to gain sufficient support in Congress, leaving several social measures unresolved.
On Friday, Spanish Prime Minister Pedro Sánchez urged political parties that opposed the omnibus decree - which included provision for pension revaluation and public transport discounts - to reconsider their positions.

Despite pressures from opposition parties such as the Partido Popular (PP) and Junts to divide the decree into smaller segments, Sánchez emphasized the necessity of the social measures encompassed within it.

He stated that a simple abstention from the PP would have sufficed for the decree's passage.

These comments were made during his visit to the Fitur tourism fair.

The omnibus decree contained various measures beyond pensions and public transport, designed to support those affected by storms and extend eviction freezes for vulnerable households.

Sánchez articulated the government's intent as redistributing economic growth benefits, challenging what he described as the PP's tactics to inflict 'social pain' by voting against these measures.

The Minister of Transport, Óscar Puente, echoed Sánchez's remarks on the need to garner support from parliamentary groups to ensure passage of measures crucial for social welfare.

He highlighted that crafting these policies isn't straightforward, asserting their role as a 'social shield.' Puente criticized the absence of viable justifications for rejecting the decree, dismissing claims like an alleged VAT increase.

Furthermore, Minister for Digital Transformation, Óscar López, addressed the motivations behind the PP's opposition, attributing it to disagreements unrelated to the decree's core provisions but tied to issues such as the transfer of property to the Basque Government in Paris.

López pointed to historical patterns of opposition from the PP on pension increases.

The rejection means previously agreed pension increases are now uncertain.

The Spanish government had planned a 2.8% pension hike for 2025, geared towards maintaining purchasing power amidst inflationary pressures.

These adjustments could have resulted in a yearly increase of approximately 600 euros for an average pension.

However, without legislative passage, these increases remain in question.

Initial pension raises were visible in January, but with the decree's fall, subsequent increases from February onward are stalled.

The PP has since proposed legislation to address this, but the timeline for its consideration and potential approval is undefined.

Regarding specific pension figures, retirement and permanent disability pensions remain at their previous levels.

For instance, those aged 65 and over with a dependent spouse receive 1,033.3 euros per month, while those without a spouse receive 825.2 euros monthly.

The government continues navigating the fragmented Spanish parliament to advance over 200 laws, facing ongoing negotiations to achieve legislative consensus.

The situation reflects the delicate balance of coalition governance and highlights the ongoing discourse regarding equitable distribution of economic growth fruits.
