Spain Launches 2024-2025 Tax Campaign with Increased Focus on Compliance

The Spanish tax agency announces significant revenue projections alongside new regulations targeting digital income and rental activities.
The Spanish tax campaign for the fiscal year 2024-2025 commenced on April 2, 2024, with the Agencia Tributaria (Spanish Tax Agency) projecting a net revenue collection of €4.185 billion, marking an increase of 28.5% compared to the previous year.

It is estimated that approximately 24.87 million taxpayers will file their returns, a 3.1% rise from the 24.13 million who filed last year.

Of these, 17.07 million returns are expected to result in refunds, which is a 4.9% increase compared to the previous year, totaling around €14.908 billion, whereas 6.07 million returns are projected to be payable, a 2.8% decrease.

A notable change this year is the inclusion of digital income sources, whereby the tax authority has alerted 330,000 taxpayers regarding their income from sales platforms such as Vinted and Wallapop.

These measures reflect the agency's efforts to modernize its operations and ensure compliance across various income streams, including cryptocurrencies.

In the first hours of the campaign, over 777,000 returns were filed, outpacing last year's initial filing period by 1.7%.

Approximately 150,000 of these submissions were made via the mobile application, representing an increase of 4.5%.

This year, unemployed individuals receiving benefits will not be required to declare their income, as the obligation to present tax returns has been postponed.

This decision responds to the earlier reform concerning unemployment benefits introduced on November 1, 2024.

Both pluriemployment and pluriactivity are acknowledged as significant factors influencing tax filings.

Pluriemployment refers to individuals holding multiple contracts within the General Regime, while pluriactivity pertains to those working simultaneously in different Social Security regimes.

Tax implications for individuals with multiple income sources include lower withholding rates and obligations to submit tax returns.

For homeowners, individuals with mortgages signed before January 1, 2013, may claim deductions on their tax returns for investments in primary residences, potentially saving up to €2,000 annually.

Taxpayers are advised to be cautious of income received through platforms like Bizum, which generally does not require reporting unless it exceeds €10,000 annually.

Additionally, fiscal authorities insist on reporting capital gains from cryptocurrency trading and income from online sales.

The tax agency has also rolled out new forms to facilitate the reimbursement of excess income tax paid by retirees from former mutual societies, shifting from a multi-year refundable structure to a one-time payment this fiscal year.

The deadline for filing tax returns with direct billing options is set for June 25, while the full campaign concludes on June 30. Noncompliance can lead to penalties; failure to submit tax returns on time can incur fines starting at €200.

In terms of deductions, Spanish regions offer various benefits within the income tax system (IRPF), which vary significantly across the autonomous communities.

The government remains under scrutiny for its fiscal policies, particularly regarding aid to disaster victims, as there are calls for local aids not to be subject to taxation.
