In a climate of political tension and economic uncertainty, Spain's Minister of Economy, Carlos Cuerpo, has declared that the government will persist in negotiating the General State Budgets for 2025 until the final hour.

This determination comes in response to Carles Puigdemont’s significant challenge to Prime Minister Pedro Sánchez, demanding a vote of confidence and withholding critical support for the budget.

Cuerpo, attending a Eurogroup meeting in Brussels, expressed optimism despite the upheaval incited by the leader of Junts per Catalunya.

'We remain optimistic about reaching an agreement on the budget, grounded in our recent success at achieving crucial accords,' Cuerpo stated.

'Our focus is on creating a comprehensive economic policy framework.'

Amidst these budgetary discussions, the Spanish government is also gearing up to submit an addendum to its Recovery Plan, with a spotlight on the recent Dana in Valencia, alongside its fifth request for Next Generation EU funds by year’s end.

A pivotal element of the EU's conditions for this financial aid includes fiscal reforms, which the Ministry of Economy claims are largely fulfilled despite the pending energy tax legislation.

Cuerpo described efforts to estimate fund allocations for the Valencia recovery, emphasizing collaboration with both the European Commission and local social entities.

Alongside these domestic challenges, Spain seeks to augment its fifth EU payment request, previously agreeing to strategic developmental milestones up to the eighth disbursement phase.

While the minister refrained from specifics, government sources hint at a comprehensive call for over €7.5 billion in grants, supplemented by loan tranches totaling €25 billion.

'We anticipate the fiscal reform requirements will be positively evaluated by the Commission,' Cuerpo noted, alluding to the broadened revenue projections equivalent to a 0.5% GDP increase as part of a long-term adjustment plan approved by Brussels.

Yet, the prospect of the energy tax remains alive, pursued independently from the crucial fiscal reform conditions.
