Spain's Energy Minister Denies Government Experiment Theory Related to Power Outage

Spain's Energy Minister Denies Government Experiment Theory Related to Power Outage

Minister Aagesen addresses accusations regarding the cause of recent blackout as tensions rise with electric companies.
Sara Aagesen, the Minister of Ecological Transition in Spain, has strongly rejected claims that a government experiment caused the nationwide power outage on April 28. During a session in Congress on May 28, 2025, Aagesen referred to such allegations as 'delirium' and accused electric companies of providing information 'in dribs and drabs' to the investigation committee.

This committee was established to look into the incident and Aagesen leads the inquiry.

The Minister indicated a recent change in the willingness of electric companies to collaborate with the investigation, which is causing growing distrust among political and business circles.

Aagesen emphasized that information flow had significantly diminished in recent weeks, although she acknowledged that this could be due to the complexity of the data required from several companies.

In her statements, Aagesen firmly asserted, 'It is categorically false that this Government conducted an experiment with the electrical system.' This remark was in response to inquiries from Juan Diego Requena, a Popular Party (PP) deputy, who demanded clarification regarding the overvoltage warnings received by Red Eléctrica prior to the blackout.

Requena's concerns included allegations that Spanish energy authorities had been pushing the electrical system's capacity to absorb renewable energy in the days leading up to the blackout.

Aagesen noted the complexity of the event and mentioned that overvoltage is among the factors under study.

She recounted a series of electrical fluctuations noted in the European system shortly before the blackout, detailing that a significant oscillation occurred at 12:03 PM on the day of the outage, followed by a subsequent variation at 12:19 PM.

Electric companies have reportedly begun sending their data to Red Eléctrica, which in turn is tasked with analyzing the information for the inquiry.

However, concerns regarding the independence of Red Eléctrica—who is both a subject of the inquiry and a facilitator—prompted these companies to request that their data go directly to the investigation committee.

Sources from the sector reported that Aagesen did not accept this request, leading to heightened tensions.

Several regional governments, all affiliated with the PP, have voiced concerns over the government's lack of information surrounding the incident.

Regions such as Extremadura, Galicia, Madrid, Valencia, and Castilla y León have joined Andalucía in formally requesting participation in the investigation.

Aagesen denied allegations that she instructed the investigation team to divert attention from Red Eléctrica or her own ministry.

In her defense, she reiterated that the outage was not caused by a lack of infrastructure or reserves, including traditional energy technologies such as nuclear or gas, despite Red Eléctrica increasing reliance on non-renewable energy sources following the blackout event.
