Sumar Accuses PSOE of Delaying Legislation on Seasonal Rental Regulations

Accusations arise as Congress delays progress on law aimed at combating fraudulent short-term rental contracts.
Madrid - Sumar has publicly accused the Spanish Socialist Workers' Party (PSOE) of obstructing the legislative process for a law designed to regulate seasonal rentals and combat fraudulent rental agreements.

On Tuesday, parliamentary spokesperson for Sumar, Verónica Barbero, stated that they believe their governing partner, the PSOE, is 'prolonging the amendment submission deadline in collaboration with the People's Party (PP) in the Lower House,' hindering a legislative initiative that was accepted for processing by the Chamber's full assembly in late 2024.

Barbero expressed disappointment over the PSOE’s stance, noting, 'We understand the PP aligning with property interests, but it is frankly disheartening that the PSOE is not facilitating the passage of this law.' She further criticized the Catalan Socialist Party (PSC) for supporting rental regulations within Catalonia that are not covered under the housing law approved in 2023 while simultaneously stalling similar progress at the national level.

In line with these sentiments, Aína Vidal, a deputy from the Comuns group within Sumar, remarked that 'the right to housing cannot remain stalled in the Congress.' She stressed that their group has been the only one advocating for the end of the amendment deadline extension, asserting, 'Enough with the excuses and delays.

The proposed legislation, which aims to address fraudulent use of temporary rental contracts and room rentals, began its legislative journey last December, initially receiving support from the PSOE, the Basque Nationalist Party (PNV), and Junts, while facing opposition from the PP and Vox.

Since its introduction, the governing body of the Congress, controlled by a coalition of the PSOE and PP, has repeatedly extended the deadline for amendments, with the latest extension pushing the deadline to May 21, thus stalling further advancement of the parliamentary process.

Among other stipulations, the proposed law states that if a temporary rental lasts longer than nine months or if more than two consecutive contracts are signed, it will be classified as a traditional housing rental, thereby subjecting it to the same regulations, terms, and extensions.
