Girona saw an increase from 32 to 104 prospective tenants per available rental unit, while Tarragona's interest grew from 13 to 92.

The new regulatory framework established by the Housing Law, approved in May 2023, is critiqued for failing to alleviate market tensions and potentially intensifying them, particularly evident in the regions of Catalonia and the Basque Country, where there is a willingness to label areas with tense markets.

As of 2024, the average rental price in Barcelona stood at €1,604, making it the most expensive province for renters in Spain, with national averages around €1,118.

This price increase continued despite price control measures, as rents in Barcelona rose by 11% in the previous year.

The average rental costs in Barcelona exceeded those in other high-cost areas, such as the Balearic Islands (€1,598), Madrid (€1,495), and Gipuzkoa (€1,430).

Moreover, the factors contributing to market distortions extend beyond the pricing controls of the Housing Law.

The 'social shield' implemented during the pandemic, which prohibits evictions for vulnerable families unable to meet rent obligations, has led to the withdrawal of thousands of rental units from the market.

The Observatory reported the removal of 96,000 rental properties across Spain in 2024 alone, further inflating rental prices.

The dynamics of the rental market indicate that many of these units were either sold, thus becoming available only to families capable of securing a mortgage, or redirected toward short-term vacation rentals.
