The court has granted the appeal made by González-Amador, the owner of the residence, against a 2024 resolution from the City Council requiring him to apply for a renovation license.

The court ruled that this earlier resolution was 'not in accordance with the law' and declared it null and void, thereby imposing the legal costs onto the City.

The judge highlighted that the renovation of the residence was supported by a properly filed responsible declaration, which the City Council had disregarded entirely in its subsequent actions.

According to court documents, González-Amador submitted the necessary paperwork for the renovation on August 4, 2022. The following day, the Chamberí District Board provided a technical report warning of the ineffectiveness of the filed declaration for not meeting essential regulatory requirements.

In its report, the City Council indicated that the applicant had expressed intentions to 'subsequently expand' the responsible declaration for the completion of the works.

The council asserted that partial renovation requests were 'exclusively processed through the urban planning licensing procedure' and that such declarations could not be amended or modified within a defined timeframe.

An inspection conducted by the City of Madrid concluded that the works conducted at the residence shared by Ayuso and González-Amador had been carried out without the necessary licenses.

The City gave the owner a two-month period to request the appropriate permits.

Reports indicate that as of May 2024, the residence lacked licenses for air conditioning, redistribution of spaces, and installation of awnings.
