Pedro Sánchez Calls Conference of Regional Presidents for June 6 in Barcelona

In a surprising political move, Spanish Prime Minister Pedro Sánchez has called for a meeting of the Conference of Presidents to take place on June 6, 2025, in Barcelona.

This meeting will serve as the second assembly of this autonomous dialogue forum within a six-month span, following the previous conference held in December 2024 in Santander.

The timing of this gathering precedes the Partido Popular congress scheduled for July 5 and 6 in Madrid, led by Alberto Núñez Feijóo.

The Government Presidency will initiate official communications with autonomous executives on May 15 to notify them of the upcoming Conference.

The Ministry of Territorial Policy, directed by Ángel Víctor Torres, will then organize a preparatory meeting involving key representatives to discuss the agenda of the June assembly, which will be hosted at the Pedralbes Palace in Barcelona.

The primary agenda items for the meeting will be proposed by Prime Minister Sánchez, with subsequent coordination efforts by the Ministry to involve regional presidency counselors in discussions about additional topics to be considered.

This upcoming assembly represents the 28th meeting of the Conference of Presidents, a political cooperation body that includes the Prime Minister and the presidents of Spain's 17 autonomous communities as well as the leaders of the autonomous cities of Ceuta and Melilla.

Notably, this will be the first Conference held in Catalonia since the body was created by former Prime Minister José Luis Rodríguez Zapatero in 2004.

The last Conference of Presidents convened on December 13, 2024, after more than two years of inactivity.

The central issues discussed during that meeting included regional financing, particularly concerning Catalonia, as well as housing policies, migration, and health care.

It was during this session that Sánchez announced a future meeting of the Council of Fiscal and Financial Policy (CPFF) aimed at addressing a significant portion of the debt held by the Autonomous Communities under the general regime.

This proposal faced rejection from the territorial leaders of the PP.

The financial aspects of regional governance are expected to remain a focal point in the upcoming Conference of Presidents in Barcelona.

A financing proposal for Catalonia, which had been agreed upon by Esquerra and the PSC with the support of the central government for the investiture of Salvador Illa last summer, is anticipated to be finalized by the end of June.
