Sara Aagesen Addresses Causes of April Blackout in Spain

Spain's Energy Minister outlines potential causes of the major power outage while dismissing theories of cyberattacks or structural failures.
Sara Aagesen, Spain's Third Vice President and Minister for Ecological Transition and Demographic Challenge, has ruled out structural failures, reserve issues, and network size as causes of the significant blackout that occurred on April 28. During a government oversight session, Aagesen indicated that the initial power generation losses before the blackout were concentrated in Granada, Badajoz, and Sevilla, suggesting that they may have been due to a voltage surge affecting photovoltaic plants in the region.

Despite this, Aagesen refrained from attributing the outage to any specific technology.

She emphasized the need to explore the oscillations detected in the European electrical system half an hour prior to the blackout on the Iberian Peninsula, which could have had a connection to the electrical incident.

Aagesen stated that it is essential to clarify how these oscillations relate to the event, given the complexity of the Iberian electrical system, which is part of a larger European network.

She highlighted that analyzing the blackout must extend beyond assigning blame to any singular source of generation.

'This analysis cannot be summarized in one sentence; it is impossible to conclude without thorough investigation.

This government will not take shortcuts regarding this responsibility,' she asserted.

She added that an interministerial committee continues to investigate the detailed causes of the incident, having held six meetings thus far.

Aagesen noted, 'Millions of data points are being analyzed with the best teams within the Administration.'

Furthermore, Aagesen dismissed any indications of a cyberattack on the electrical grid prior to the blackout, a theory previously posited by Prime Minister Pedro Sánchez.

She stated, 'No evidence has been found that the system operator was the target of a cyberattack.

I believe this is very good news.

I reiterate, there are no indications that the system operator has been subject to a cyberattack.'

In addressing fiscal policies, Aagesen criticized opposition calls for tax cuts for energy companies, stating, 'That is not serious.'

Regarding Beatriz Corredor’s tenure as head of Redeia, the parent company of Red Eléctrica, Aagesen confirmed that not only the councilors appointed by SEPI (the State Society of Industrial Participations) supported Corredor's reappointment in 2024, but so did other public and private shareholders of Red Eléctrica.

She underscored that Beatriz Corredor, who was appointed by the government in 2020, received 98.4% support from the shareholders and was ratified for a second term with 94.7% approval four years later.

Aagesen emphasized that SEPI maintains an institutional profile at REE, aiming for a balance between performance, respect for corporate autonomy, and safeguarding public interests.

While proposing directors, the management operates based on respect for industrial strategies and operational matters.
