PP Launches Offensive in Congress Over Immigration Policies

PP Launches Offensive in Congress Over Immigration Policies

The Popular Party challenges PSOE's agreement with Junts over immigration and border control delegation to Catalonia.
The Popular Party (PP) has initiated a concerted effort in the Spanish Congress and Senate to oppose the Socialist Party's (PSOE) recent agreement with Junts, which delegates state immigration and border control responsibilities to Catalonia.

The PP argues that this concession undermines national unity and security, disrupts the principle of equality among Spaniards, and constitutes a covert dismantling of the state, as well as a violation of the Spanish Constitution, relevant regulations, and European Union directives.

Cuca Gamarra, the PP's Secretary General, articulated these positions during a party event, emphasizing the party's legal stance against the proposed legislation that grants Catalonia control over immigration matters.

According to the PP, immigration and border control are intrinsic to national sovereignty and therefore non-delegable.

The party has registered two formal motions in both chambers of the Spanish Parliament, compelling governing groups to vote on the socialist-pact agreement reached in Switzerland with the mediation of Salvadoran arbitrator Fernando Galindo.

The motions reiterate that the Spanish Constitution uniquely assigns immigration and border control powers to the state, which the Constitutional Court has affirmed as absolute and non-transferable.

The PP contends that the PSOE-Junts agreement violates the EU Pact on Migration and Asylum, which prohibits the fragmentation of border management and immigration processes.

They warn that delegating powers to Catalonia risks creating a parallel migration state, undermining Spain's collective action within the EU and potentially jeopardizing the security of the Schengen Area.

In addition to the legal arguments, the PP identifies specific EU regulations that are purportedly contravened by the agreement, including the Asylum and Migration Management Regulation, the Resettlement and Humanitarian Admission Regulation, the Reception Conditions Directive, and the Eurodac Regulation, which maintains a biometric database for immigration control.

Furthermore, in the Senate, the PP has proposed the development of a National Immigration Plan that guarantees uniform rights and responsibilities across all autonomous communities.

In Congress, the party criticizes the selective transfer of powers, contending that this move is not designed to enhance efficiency but rather to serve political interests.

The motion from the Lower House accuses PSOE and Junts of leveraging the political landscape surrounding immigration for their leaders' political survival, specifically targeting Pedro Sánchez as the architect of a negotiation strategy where political stakes are manipulated.

Additionally, the PP is calling for the immediate deployment of Frontex in the Canary Islands and alignment with European authorities to establish a robust strategy against human trafficking networks that contribute to irregular migration.
