Carles Puigdemont has been residing in Belgium since 2018 to evade arrest related to his role in the Catalan independence movement.

Spanish Supreme Court judge Pablo Llarena has indicated that Puigdemont cannot benefit from the recently enacted Amnesty Law due to charges of embezzlement, which are not eligible for amnesty.

Since the July 2023 elections, Junts' seven seats in Congress have been crucial for sustaining Sánchez's government, which relies on their support to pass legislation, reforms, and the national budget.

Puigdemont previously met with Andoni Ortuzar, president of the Basque Nationalist Party (PNV), in September 2023, ahead of Sánchez's investiture when the outcome remained uncertain.

In a notable shift, Pedro Sánchez had campaigned in 2019 on the promise to bring Puigdemont back to Spain for legal accountability.
