Minister Montero had previously been resistant to blanket tax exemptions for minimum wage earners, arguing for a continued expectation that higher wages should eventually contribute to public revenue.

Following the agreement, she has accepted a targeted deduction for those affected by the SMI.

Earlier that day, Minister Díaz had declared the negotiations to be at an impasse, criticizing Montero's stance on the minimum wage as excessive.

However, following the finalization of the deal, she remarked that the agreement would effectively increase net income for SMI earners by about 50 euros per month.

Supporters of the agreement, such as Gerardo Pisarello, a member of the Sumar party, heralded it as a victory for labor rights, linking it to broader efforts to align Spanish policy with European Union social standards, including the expectation that the SMI should reach 60% of net wages.

In stark contrast, the opposition, led by the Popular Party (PP), criticized the agreement as inadequate.

Party leader Alberto Feijóo noted that the original proposal from the PP would have provided long-term exemptions beyond 2025. Cuca Gamarra, the PP Secretary General, accused the government ministers of theatrics, suggesting they had pretended to be at odds while ultimately delivering an unsatisfactory agreement.

The recent negotiations and agreements reflect ongoing tensions within the coalition government, particularly regarding fiscal policy and its implications for wage earners in Spain.
