The Tax Agency noted that these cases involve unique circumstances in which the taxpayer maintains a lifestyle that is incongruent with their declared earnings or known assets.

To target these discrepancies, the Agency will scrutinize the misuse of instrumental companies employed to redirect personal expenses, allocate assets for personal use, simulate rental agreements, and obscure income through fictitious loans.

Moreover, the Tax Agency will closely monitor entrepreneurs and professionals who have no card income, despite frequent electronic payments within their industry.

The focus also extends to those who fabricate economic activities and issue irregular invoices, as well as recipients of these invoices who claim undue VAT refunds and generate fictitious expenses.

The investigative measures will include an analysis of the structures set up for the aforementioned purposes, ensuring that all expenses and investments, which benefit the taxpayer exclusively, are not improperly declared as deductible expenses or investments of created structures.

Attention will also be directed towards taxpayers who refuse to accept bank payments or who predominantly transact in cash, especially regarding excessive cash use exceeding the legally established thresholds.

Additionally, the Tax Agency will act against those utilizing payment methods based outside of Spain, with a particular emphasis on monitoring operators in virtual currencies.

This initiative coincides with new obligations relating to billing systems aimed at preventing the use of dual-purpose software.
