The report outlines the extensive damages incurred, which includes 141,000 vehicles, 10,000 elevators—60% of which remain unrepaired—800 kilometers of roadway, 350 kilometers of water courses, 16,000 tons of reeds, and direct effects on 275,000 workers and 64,104 companies.

Authorities are considering relocating residents who are currently unable to access the streets.

The overall economic impact of the disaster is estimated at €17.8 billion, a figure corroborated by the Valencian Institute for Economic Research, which calculated damages at €17 billion.

Gan Pampols emphasized the medical response during the crisis, mentioning that 117,000 individuals received medical attention, while 37,000 were rescued, thereby rejecting accusations of administrative inaction.

A reconstruction plan is anticipated to be established by June.

The Generalitat has contributed €4.218 billion to recovery efforts, including €2.364 billion recognized as debt, along with €56 million from the Valencia provincial government and €45 million from local councils.

Private sector contributions are also notable, totaling €288 million, with €110 million from private enterprises.

The report did not address climate change as a potential contributing factor to the disaster, a point of contention given recent political alliances that include the climate-skeptic party, Vox.

The absence of such acknowledgments from the vice president’s assessment draws attention, especially following previous comments advocating for climate considerations in infrastructure projects.

Regional mayors from the hardest-hit areas have criticized the Generalitat for delays in responding to their needs and have urged immediate action instead of ceremonial displays.

Criticism of the report's timeliness and content surfaced from local socialist mayors, who insisted that clarity on investment allocation for their municipalities is overdue, stating that the government has failed to communicate effectively with local leaders regarding disaster response.

Mazón's opponents within the PSPV-PSOE have argued that his focus lies more on political recovery than on the tangible recovery from the disaster, asserting that the report's findings may not serve the requisite needs of the affected areas.
