In July 1976, King Juan Carlos I appointed Adolfo Suárez, a former member of Franco’s regime, to lead the gradual changes towards democratization.

Gustrán stated that the nature of this transition, being top-down, had lasting implications not only for Spanish society but also for the parliamentary monarchy that emerged thereafter.

She further emphasized that the repressive apparatus of Francoism persisted within the new political framework, unlike post-war purges in other European countries such as Germany, Italy, and Portugal.

Gustrán argued there was no significant accountability or purging of Francoist officials, as the new leadership opted to 'look forward' and focus on progress, thus ignoring a historically contentious past.

Her discourse also touched upon the earlier context of the Spanish Civil War and its international dimensions, where she was critical of the perceived limited support for the Republican side from Russia while highlighting the substantial aid received from Nazi Germany and Fascist Italy.
