Negotiations Over Tax Exemptions for Minimum Wage Earners Stall in Spanish Government

Negotiations between the Spanish Ministry of Finance and the Ministry of Labor have encountered significant challenges regarding proposals aimed at exempting recipients of the Minimum Interprofessional Wage (SMI) from the Personal Income Tax (IRPF).

Recent discussions intensified following a written proposal from the Ministry of Labor, led by Yolanda Díaz, but stalled again as of Wednesday.

Finance Minister María Jesús Montero expressed optimism about reaching an agreement soon, stating, "I hope to have it as soon as possible," when questioned by journalists in the Congress.

Among the solutions proposed was a deferred exemption system, which appeared to be a compromise acceptable to both parties.

The plan included tax deductions for SMI recipients in their income tax declarations.

Both the Ministry of Finance and the coalition party Sumar expressed satisfaction with this arrangement, as it did not alter the minimum tax-exempt threshold, satisfying Treasury interests while achieving the desired effect for Díaz's party.

However, a key point of contention arose when the Ministry of Finance insisted that this exemption system would only apply for the year 2025. This stipulation has been met with disapproval from Sumar, creating a significant hurdle in the negotiations.

A critical deadline looms as the Congress’s Bureau is set to convene on Friday to assess the bill proposed by Sumar aiming to exempt SMI from taxation.

Should the Ministry of Finance modify its position, Sumar is likely to withdraw the proposal to avoid a conflict within the coalition, which would prevent Montero from blocking a coalition member’s initiative—a rare scenario.

The taxation of the SMI has emerged as a contentious issue within the coalition government.

Following an increase in the SMI for 2025 to 1,184 euros monthly paid in 14 installments, the Ministry of Finance opted not to adjust the IRPF in line with the new wage level, arguing that only about 20% of recipients would face a retention of approximately 20 euros from their salary.

This decision has exacerbated divisions between the PSOE and Sumar, with Montero advocating for "fiscal education" and Díaz accusing some ministers of espousing "neoliberal" policies.

The People's Party has also criticized the Finance Ministry's decision, claiming it only benefits the government by enhancing its revenue capacity.

Meanwhile, both the Ministry of Labor and Sumar have been advocating for an increase in the threshold for IRPF taxation, a practice that had been followed previously, but the Ministry of Finance maintains that "taxes should not be stigmatized; what matters is that those who receive the SMI earn about 60% of the average salary."
