PP Assembles in Seville to Address Institutional Erosion in Spain

PP Assembles in Seville to Address Institutional Erosion in Spain

The Popular Party outlines its stance on national unity and parliamentary integrity ahead of its 27th Interparliamentary meeting.
The Popular Party (PP) will convene this weekend in Seville to adopt a resolution reaffirming Spain's unity and the equality of rights for all Spaniards while denouncing what it describes as the "degradation" of parliamentary institutions by the current government.

The meeting will be concluded by opposition leader Alberto Núñez Feijóo and Juanma Moreno, president of the Andalusian government, and it is expected to draw attention to what the PP claims is an "unprecedented democratic erosion" affecting Spain.

The PP's resolution will assert the importance of independent institutions, alleging a weakening of oversight bodies, legislation crafted to favor specific individuals, and attacks on media freedom alongside judicial independence.

According to party sources, "parliaments should not be spaces of permanent confrontation but forums for seeking solutions and building consensus."

During the interparliamentary session, the party will decry practices such as the elimination of legislative debates, marginalization of opposition voices, and the distortion of legislative chambers' roles.

Notably, PP representatives underscore that Prime Minister Pedro Sánchez has only participated once in the State of the Nation debate since assuming office seven years ago, claiming he now neglects the constitutional obligation to present the 2025 General State Budget to Parliament, lacking the majority required for its passage.

In an attempt to circumvent further parliamentary setbacks, the congressional leadership, presided over by Francina Armengol, has reportedly stalled the processing of around fifteen PP-approved bills from the Senate.

In opposition to these actions, the PP will advocate for a parliamentary model that ensures deliberation, encourages plurality, and strictly adheres to legal frameworks.

The party emphasizes the need to strengthen the role of legislative chambers, emphasizing their critical function in holding the government accountable and maintaining checks on executive power.

Alleging that Sánchez disregards Senate competences and avoids accountability to this chamber, the PP highlights that he has not appeared for a year in the Senate's government oversight session.

The PP is therefore promoting a reform of the Senate's regulations to mandate that the Prime Minister must appear at least once a month to provide accountability.

Additionally, the PP alleges an overuse of emergency decrees and legislation tailored to benefit specific individuals, citing the amnesty law promised to Junts and ERC and advantages granted to particular regions, such as the unilateral agreement on unaccompanied minor immigrants with Carles Puigdemont.

The PP argues such measures undermine national cohesion and inter-territorial solidarity.

The party asserts that legal reforms are currently being made "ad hoc" and "ad hominem," aimed solely at maintaining power and stifling the judiciary.

The PP contends that no one without a desire to evade justice has intentions of doing so, referencing a so-called "Project of Impunity" allegedly underway in the government.

The PP refers to a set of reform initiatives led by the government, including the "Begoña Law," which seeks to diminish the role of popular prosecution in corruption cases, and measures as part of the "Plan for Supporting Democracy," which reportedly aim to restrict press freedoms.

The PP claims these strategies contribute to the erosion of Spanish democracy at a globally sensitive time.

The PP's internal meeting will also see Esteban González Pons, the party's Deputy Secretary for Institutional Relations, leading a session on "Defense of Democratic Values." This session will involve key figures such as Miguel Tellado, party spokesperson in the Congress; Alicia García, spokesperson in the Senate; and Dolors Montserrat, spokesperson in the European Parliament.

Additional topics to be discussed during the interparliament will include housing rights, fiscal policy, employment, and the agricultural sector, with various sessions coordinated by PP officials, including Paloma Martín and Juan Bravo, among others.
