Sánchez Faces Parliament Over Recent Energy Crisis and Defense Spending Increases

Sánchez Faces Parliament Over Recent Energy Crisis and Defense Spending Increases

Spain's Prime Minister discusses the major power outage and proposed defense budget reforms during a key parliamentary session.
On May 7, 2023, Prime Minister Pedro Sánchez made his first appearance in the Spanish Congress since the nationwide power outage on April 28, which affected the Iberian Peninsula.

This session is particularly critical as Sánchez aims to address the government's handling of the energy crisis, as requested by both the Republican and Mixed groups, as well as the opposition's concerns regarding the recent disruptions in rail services attributed to sabotage from copper theft.

The Prime Minister is expected to announce measures to strengthen the electrical system.

However, he is not anticipated to reveal specific causes behind the blackout during this appearance, as government sources indicate an investigation will take three to six months to conclude.

A commission led by Third Vice President Sara Aagesen is overseeing this inquiry to clarify the reasons for the blackout that left much of Spain in darkness for over ten hours.

In addition to the power outage, Sánchez is set to discuss plans to increase defense spending to €10.471 billion, aiming for a budget equivalent to 2% of Spain's GDP by 2025—four years ahead of schedule.

He affirmed that this increase would not adversely affect welfare investments or the national deficit, stating, 'We will finance this plan without affecting the citizens' finances.'

The political debate is also expected to cover the government's recent unilateral cancellation of a ammunition contract with the Israeli company IMI Systems, which was contentious amid ongoing conflicts in Gaza.

Recently, the Interior Ministry had formalized a contract for the purchase of 15 million bullets, valued at €6.6 million, but reversed its decision following protests from coalition partners.

The People's Party (PP) plans to question Interior Minister Fernando Grande-Marlaska regarding this contract.

The controversy is compounded by opposition claims that the government had forewarning of the potential for the April power outage and further criticism that the administration often seeks to deflect accountability onto external factors.

A pressing legislative matter includes the upcoming vote on a decree aimed at countering the impacts of U.S. tariffs on Europe, with the government projecting a tight confirmation vote facilitated by the support of several coalitional parties.

As debates unfold, various parties, including the parliamentary coalition partner Podemos, have expressed skepticism about both the proposed defense spending and the government's strategies.

Podemos leaders have emphasized that any increase should be formally voted on in Congress, aiming for transparency and accountability in budgetary allocations.

Congress is expected to deliberate on multiple topics during this pivotal session, addressing the complexities posed by the recent power failure in tandem with wider defense expenditure concerns, reflecting Spain's strategic governmental priorities.
