In a televised interview, Díaz emphasized that the negotiations were ongoing as late as 10 PM the previous night, stating, "she got up from the table, I did not."

Díaz criticized the notion of taxing SMI recipients as a "fiscal injustice," contending that requiring them to pay taxes undermines the purpose of the minimum wage.

She mentioned having sent Montero five proposals to help reach a consensus.

Díaz indicated that it appeared Montero believes the SMI is set too high, arguing that the marginal tax rate of 43% applied to the SMI increase prevents recipients from attaining 60% of the average net salary, which Sumar refuses to accept.

Both ministries have sought to keep their disagreements private, yet tensions are evident, particularly with the PSOE planning to oppose proposals from both Podemos and the PP in the Congress of Deputies aimed at exempting SMI from income tax.

The proposal from Sumar will not be discussed on that day.

The Finance Ministry has declined to adjust the minimum threshold for tax exemption as demanded by Díaz, while Sumar rejects Montero's proposal aimed at alleviating the fiscal burden on SMI beneficiaries.

Reports indicated that Minister Díaz opposed Montero's plan upon realizing it included tax deductions for the SMI in income tax returns that would only last for one year, which Díaz deemed insufficient.

Following the recent increase of the SMI to €1,184 per month for 2025, Montero determined that there would not be an adjustment to IRPF calculations, arguing that only about 20% of workers would see tax withholdings of approximately €20 from their salaries.

This decision has amplified divisions within the coalition, with criticism also emerging from the opposition Partido Popular, which argues that the Finance Ministry's stance benefits the government by increasing revenue while disadvantaging workers.

Earlier, Díaz indicated in a radio interview that negotiations were nearing a breaking point and expressed confusion that no agreement had been reached at such a late stage.

She reaffirmed Sumar's position, outlining that if SMI recipients are taxed, they would not receive the equivalent of 60% of the average salary as stipulated by the European Social Charter, a commitment made by Spain in the coalition agreement.

With an annual SMI of €16,500, under the current regulations, the marginal tax rate of 43% would compel recipients to contribute €22 in taxes out of the €50 increase in SMI this year.

Díaz reiterated her stance on the need to raise the tax-exempt minimum, stating that without such adjustments, it would not be possible to guarantee the promised 60% of the average net salary, emphasizing the severe financial implications for SMI earners.
